I had something very similar, and my urchin was collecting them on his back. They were my beard hairs :)

But I neither have any beards nor any hair that falls onto my tanks, I searched up google and best guess was that its from frog shedding, they apparently shed to camoflauge since they dont have scales and sometimes gets too stringy....

The only fish in that tank is the frogfish, no corals too

Hard to tell from the pic, but if it is just the warty frogfish in there I would check the canister and flow first because little bits of uneaten food and shell can get kicked back onto the sand. Frogfish are messy eaters, so random red specks in a small tank usually make me think leftover food
