Can anybody tell me what this white cloudy/milky stuff is on my rocks? Yes, I am new to saltwater tanks.

Dumb question… but do sponges move? I had a thick area that was there for a few days that I swore were sponges then suddenly not 😂 then there were some in a different spot.
